The problem can arise when sending from internal user to internal user as well. Nothing known has changed in our environment with regard to security, firewall, or mail filtering. However, copying and pasting the attachment has never been a problem in the past. It seems that if the user uses the attach file button within Outlook, they have greater success than copying and pasting the attachment.

What makes it harder to figure out is that sometimes files attach and send normally. While viewing a page on the site, try either: right-click and choose View Page Info > Security > 'View Cookies' Alt+t (open the classic Tools menu) > Page Info > Security > 'View Cookies' In the dialog that opens, you can remove the sites cookies individually. When it was only effecting a single user or two, we created a new mail profile, ran Microsoft's SARA tool, and reinstalled office.
